General Manager, Workforce Management

 

Job Description

You will lead a team that is responsible for the end-to end manpower contract management supporting the Changi East development. This role provides operational leadership over manpower planning, recruitment, staff onboarding and offboarding, payroll, contract administration and corporate support services across multiple contracts and work packages. You will work closely with internal and external stakeholders to ensure sufficient, timely, and high quality manpower deployment aligned to project demands, regulatory requirements, and organisational policies.

 

Key Responsibilities

 

  1. Leadership & Governance
    • Provide overall leadership and direction for manpower contract management.
    • Ensure compliance with corporate policies, employment regulations, audit requirements and contract conditions.
    • Establish governance frameworks and SOPs and controls for manpower lifecycle management.

 

  1. Recruitment
    • Oversee sourcing, shortlisting, interviewing, and selection of project staff.
    • Coordinate onboarding schedules to meet project timelines.
    • Review offer packages and approve salary recommendations.

 

  1. Contract & Employment Administration
    • Manage probation, performance management and employment transitions.
    • Oversee compensation structures, allowances and benefits administration.
    • Ensure compliance with statutory requirements and contract terms.
    • Oversee timely provisioning and recovery of IT assets.
    • Manage contract expiry, resignations, termination and exit administration.

 

  1. Performance & Employee Relations
    • Drive performance management including appraisals, and progression.
    • Handle employee relations matters including grievances, disciplinary issues, and contract disputes.
    • Promote employee engagement, training coordination and wellbeing initiatives.

 

  1. Finance & Administration
    • Review monthly segment profit & loss, ensuring accuracy of financial performance and identifying key variances.
    • Oversee and review of timesheets and cost tracking reports.
    • Review and approve billing submissions and related payments, ensuring compliance with policy, contractual terms and internal controls.
    • Monitor and ensure that project and operational costs remain within approved budgets, highlighting and escalating any deviations where necessary.

 

  1. Risk Management
    • Be the risk owner for the business unit and monitor/mitigate associated risks that emerge. Report key risk developments where necessary
    • Oversee and maintain the business unit risk register

 

Requirements

 

  • Good degree in Human Resource Management, Business Administration, Engineering, or a related field, with at least 20 years of relevant experience in manpower management, preferably in large-scale infrastructure or project-based environments
  • Excellent communication skills, both written and spoken, with strong presentation capabilities
  • Self-driven and a strong team player, with the ability to work with multiple stakeholders in a fast-paced and dynamic environment
  • Independent with strong people management skills

 

 

This position is a 3-year contract with possibility of renewal.
