Title: Manager, Baggage Handling System (BHS), Terminal 3 Upgrading (T3U)
At Changi Airport, the Baggage Handling System (BHS) is a mission-critical system supporting Terminal 3 operations. As part of the Terminal 3 Upgrading (T3U) Programme, the BHS is undergoing progressive renewal, replacement and enhancement to strengthen system reliability, operational resilience, capacity and maintainability.
The Manager will provide engineering, project and operational leadership for the execution of BHS upgrading, renewal and asset replacement works within a live airport operating environment. The role is accountable for ensuring that projects are executed safely, according to the agreed programme and required quality and performance standards, with seamless integration into ongoing airport operations.
The role requires close coordination with Operations and Maintenance (O&M) teams, contractors, airlines, Ground Handling Agents (GHAs), authorities and other stakeholders to ensure effective planning, interface management, installation, testing, commissioning, operational transition and handover, while minimising disruption to baggage and airport operations.
Key Responsibilities
- Drive and oversee the execution of BHS upgrading, renewal and asset replacement works, ensuring that projects are delivered in accordance with the approved scope, programme, quality and performance requirements.
- Monitor project execution closely, including progress, cost, resources, risks, contractual deliverables and key milestones, and drive timely corrective actions to address any deviations.
- Ensure seamless execution and integration of project works within the live airport environment, with effective coordination of installation, testing, commissioning, operational readiness and handover activities.
- Coordinate closely with contractors, consultants, O&M teams, airlines, GHAs, authorities and other stakeholders to manage project interfaces and resolve technical and operational issues promptly.
- Oversee BHS maintenance performance during upgrading, asset replacement and system transition works through the Defects Liability Period (DLP).
- Manage the execution of BHS projects from tender award through installation, testing, commissioning, operational transition and handover.
- Monitor contractor performance and ensure timely fulfilment of contractual obligations, programme milestones, quality requirements and agreed deliverables.
- Identify and address execution constraints, interface issues and emerging risks to maintain project progress and minimise impact on ongoing baggage operations.
- Plan, coordinate and assess live operational trials, system cutovers and deployment activities, ensuring appropriate risk assessments, contingency arrangements and recovery measures are in place.
- Provide engineering and operational leadership during implementation, testing, commissioning, incidents and business continuity events.
- Review and validate proposed technical solutions and system changes to ensure compatibility with the existing brownfield BHS environment and operational requirements.
- Drive reliability, availability and performance improvement initiatives, including Reliability-Centred Maintenance (RCM), condition monitoring and data analytics.
- Analyse operational and maintenance data to identify system trends, recurring issues and opportunities for improvement, and support asset lifecycle and transition planning.
- Ensure project execution and system changes comply with applicable safety, operational, technical, cybersecurity and regulatory requirements.
- Ensure effective transition of completed works to the O&M team, including documentation, training, maintenance readiness and support through the DLP.
- Provide engineering leadership and technical advice to project teams, O&M personnel and management on BHS system performance, reliability, maintainability, risks and asset lifecycle matters.
- Identify opportunities to improve execution efficiency, optimise resources and manage project costs without compromising safety, system performance or operational resilience.
Qualifications and Experience
- Degree in Electrical, Electronic, Mechanical, Mechatronics, Control Systems, Computer Engineering or a related engineering discipline.
- Relevant professional engineering or technical qualifications will be advantageous.
- Minimum 8–10 years of relevant engineering, project execution or BHS experience, preferably in airport, logistics, automated material handling or other mission-critical infrastructure environments.
- Demonstrated experience in executing complex engineering projects involving system renewal, upgrading, integration, testing and commissioning.
- Experience working within a live brownfield operating environment, with a strong understanding of operational constraints, system interfaces, deployment risks and business continuity requirements.
- Knowledge of automated baggage handling systems, conveyor systems, sortation systems, PLC, SCADA/HLC and associated electrical and IT/OT infrastructure will be advantageous.
- Experience in reliability engineering, condition monitoring, predictive maintenance, asset lifecycle management and data-driven performance improvement.
- Proven experience in contractor and consultant management, tender evaluation, technical assessment and contract administration.
- Experience in planning and executing live operational trials, system cutovers, commissioning and recovery exercises.
- Strong understanding of risk management, safety requirements, change management and operational readiness.
