Title: Head, Enterprise Risk Management
The Head of Enterprise Risk Management (“ERM”) is responsible for leading the strategic development and management of a comprehensive risk management framework across the Changi Airport Group (“CAG”) of Companies, covering all airport operations, construction project development, engineering & maintenance, commercial, and corporate functions. This role ensures that risks are proactively identified, assessed, and mitigated to support safe, secure, and resilient airport operations and infrastructure development.
The candidate is expected to take a hands-on approach in leading and championing initiatives that will fortify CAG’s risk defense and elevate internal risk culture. Given the nature of CAG’s businesses, the ideal candidate should possess deep expertise and proven experience in managing risks within large-scale operational and/or infrastructure environments.
Key Responsibilities
Strategic Risk Leadership
- Develop and execute the ERM strategy aligned with the airport’s operational, safety, and commercial objectives.
- Advise senior management, the Board and Board Risk Committees on key risk exposures, mitigation strategies, and emerging threats.
- Initiate, champion and lead enterprise-wide risk programmes and initiatives, such as Risk Control Self-Assessment (“RCSA”) activities.
- Lead medium- to long-term forward-risk planning and develop foresight to help CAG navigate an increasingly complex future operating landscape, with a strong focus on interconnected and ecosystem risks.
Risk Framework & Governance
- Design and maintain a robust ERM and RCSA regime tailored to complex airport businesses, including passenger services, cargo, retail, and infrastructure.
- Establish effective governance structures and collaborate with Internal Audit, as well as other parallel second-lines-of-defense to ensure risk governance and control across CAG’s functions and subsidiaries is robust and strong.
- Lead review efforts on existing risk management processes and practices across CAG to transform and drive workforce productivity without compromising risk management objectives and outcomes.
Reporting, Culture Building and Advisory
- Deliver risk dashboards and reports to the Board, Audit Committee, and senior management to support effective decision-making.
- Promote a risk-aware culture through training, workshops, internal communications and engagements.
- Provide strategic risk advisory to CAG’s business functions to strengthen risk management capabilities and to ensure effective application of risk management practices across the enterprise.
Team and Stakeholder Leadership
- Lead and develop a 4-member ERM team to achieve high performance with capabilities spanning risk management, controls, compliance, analytics and advisory.
- Foster collaboration across departments to embed risk management into daily operations.
- Operate as a hands-on functional leader who works alongside team members and is comfortable to work independently driving key initiatives and deliverables.
Requirements
- Bachelor’s degree in Risk Management, Aviation Management, Business, or a related discipline. Professional certifications in Enterprise Risk Management or related fields will be advantageous.
- Minimum of 10-12 years of relevant risk management working experience, with at least 3 years in a ERM leadership role.
- Demonstrated passion for risk management, with strong understanding of transformation and emerging risks within complex, large-scale operational or infrastructure environments.
- High level of energy and resilience, with proven hands-on capability to drive progress and deliverables.
