Title: Data Architect, People Team
Data Architect, People Team
Why this role matters
If you enjoy designing, implementing, and sustaining data systems that turn data from multiple sources into something people can trust, use, and build on – this role is for you. This role sits within Changi Airport Group’s (CAG) human resource function and our mission is to attract and retain talents, build sustained capabilities and create an inspiring workplace.
As CAG’s People Data Architect, you’ll design and execute a robust data architecture, with a special focus on developing and delivering a central People Data Platform that consolidates data from various HR systems into a foundational source of truth. Your work will directly enable better employee experiences – things like personalised HR answers, faster transactions, smarter insights, and future AI use cases.
This role balances strategic vision with hands-on execution. You’ll define the long-term data architecture roadmap aligned to our Digital Employee Experience (DEX) vision, while also rolling up your sleeves to solve complex integration challenges, improve data quality at the source, and ensure our HR technology ecosystem is scalable, secure, and future-proof. You’ll also lead a small specialist team and work closely with HR, IT, and business stakeholders to deliver reliable, accessible people data and data services for our internal customers.
You will lead the People Data Architecture team to:
1. Design and oversee the integrated People data architecture
- Design how People data flows across systems like SuccessFactors, ServiceNow, Cornerstone, Power Apps, analytics platforms, Microsoft Fabric, and AI agents
- Select appropriate integration tools (e.g. APIs, middleware, ETL pipelines, event-driven workflows) and leverage Microsoft’s technology stack to minimise siloed data and manual workflows.
2. Drive the development and continuous improvement of the People Data Platform
- Design and guide the implementation of the People Data Platform that orchestrates data exchange across systems and serves as a consolidated people data repository.
- Ensure the platform can support future growth, new data sources, and emerging use cases in analytics and AI.
3. Establish and enforce robust data management and governance practices across all People systems
- Put in place clear quality checks, validation rules, reconciliation processes, and monitoring controls so that data is clean, accurate, and consistent throughout the data pipeline.
- Work with Data Owners to define standards (e.g. employee IDs, job functions, employment information)
- Educate stakeholders to ensure privacy, security, and compliance are baked in – not added later
- Partner with Data Owners and CAG’s Enterprise Data Science & Management Center of Excellence to define and uphold standard data definitions and taxonomies (e.g. consistent usage of employee IDs, job codes, organisational hierarchies across systems).
- Drive change management by educating stakeholders on new data tools and processes, promoting data literacy within the People Team, and ensuring organisation-wide buy-in for data initiatives.
4. Provide data & data services to enable reporting, analytics, and AI
- Ensure high-quality data is ready for dashboards, workforce insights, and decision-making
- Provide & manage the data pipelines, models, and connections needed for chat-enabled data analytics & queries, transactions, and future AI agents
- Enable self-service analytics by curating clean, standardised datasets and establishing semantic layers (data marts or models) for tools like Power BI and Microsoft Fabric.
5. Grow our People data capability
- Lead and mentor your People Data Architecture team in developing data pipelines, integration solutions, and analytics capabilities.
- Act as a hands-on leader who can dive into complex or cross-system issues to troubleshoot and ensure continuity of data services .
- Build strong working relationships with HR teams, IT (including security), and business stakeholders, and liaise with external vendors/implementation partners to ensure third-party solutions are built in line with CAG’s data architecture and security requirements.
You must have
- A degree in Computer Science, Information Systems, Data Engineering, or a related field
- Around 6–8 years’ experience in data architecture, data engineering, or data platform development roles. Proven track record in designing and implementing enterprise data solutions, data integrations, or analytics platforms.
- Hands-on experience designing data models, databases, and data schemas for enterprise systems. Solid understanding of data modelling concepts (relational and non-relational), data warehousing, and building data lakes or data hubs.
- Demonstrated expertise in system integration and data pipeline development, including designing APIs, ETL/ELT processes, middleware, and real-time data integrations. Familiarity with integration platforms and techniques (e.g. RESTful APIs, web services, message queues, ETL tools, data streaming). Experience ensuring high performance, reliability, and security in data flows across multiple systems.
- Experience setting up or running data quality and governance practices. Ability to set up data validation rules, monitoring dashboards, and data lineage documentation to ensure data accuracy and consistency. Knowledge of data privacy and compliance standards (e.g. PDPA or similar data protection regulations) and experience embedding security/privacy controls in data processes.
- Experience leading or mentoring technical or data specialists
- Ability to translate business needs into practical, scalable systems
- Keen interest in AI and leveraging AI to multiply your own and your team’s capabilities
You would be a great fit if you have
- Experience working with HR systems – SuccessFactors experience is a strong plus
- Hands-on experience with the Microsoft data and integration ecosystem, including Microsoft Azure cloud services (e.g. Azure Data Factory, Azure Synapse Analytics or Microsoft Fabric, Azure SQL Database, Azure Data Lake Storage, Azure Integration Services), Power Platform (Power BI, Power Apps), and related data technologies tools such as SAP CPI, Boomi, Azure, Snowflake, Databricks, or similar platforms.
- Familiarity with People Analytics or HR data domains
- Interest in enabling AI, automation, and digital employee experiences
- Relevant professional certifications, e.g. Microsoft Certified: Azure Data Engineer, Azure Solutions Architect, or data architecture and governance certifications
What success looks like
- People data is trusted, clean, and consistently defined
- HR systems are connected through a clear, scalable architecture
- Fewer manual fixes, fewer data “surprises”
- Faster insights, better self-service, and smoother employee transactions
- A strong foundation that supports analytics, chat-enabled services, and AI – not just today, but in the years ahead
